 5 THINGS YOU NEED TO KNOW ABOUT THE REPRODUCTIVE HEALTH BILL 96

 

1.     Filing of previous bills:

· In the 12th Congress:  HB 4110 (Abortion Bill) was filed.
· In the 13th congress: (1) HB 2029 (Abortion Bill) and HB 16, 2029, 2042, 2550 consolidated into HB 3773, “The Two Child Policy Bill” were filed. 
· In 14th Congress: (1)  HB 812 (Abortion Bill entitled “An Act Providing for RH Care Structures”) introduced by Janette Garin and (2) HB 17/HB 5043 (RH Bill) introduced by Edcel Lagman.

· In the 15th Congress:  HB 96 (RH Bill) was filed.

 

2.     Who Wrote the Reproductive Health Bill?  Not our lawmakers but an NGO called the Philippine Legislative Committee on Population and Development (PLCPD – Exec. Director San Pascual).  PLCPD is a foundation that has its office right in Congress where it lobbies and acts on behalf of, and is heavily funded by foreign gov’ts to promote pop control programs.  (Notice the generic UN language used.)  Since 1998, it’s been introducing similar bills in both houses of Congress and through our legislative system, up to the local level.  (Source:  “Crucial Questions on the RH Bill” by Jose C. 3.     Positive points of the bill:  maternal health and child care.

4.     Negative points of the bill:

·       Make contraception widely acceptable – many provisions for contraception, not for NFP! 
·       Encourages IUD (abortifacient) – sec. 9 and sterilization.  These take away (1) dignity, (2) fertility, (3) and responsibility of women.
·       SEC 9 – Contraceptives are essential medicines.  So is pregnancy now a sickness that you need medicines for?
·       SEC 9 – Hormonal contraceptives,  intrauterine  devices,  injectibles  as  safe  and  effective  family planning products.  They’re neither safe nor effective.  No such thing as safe sex except for abstinence.  Not even safe for the woman as there are dangerous side-effects.  People not informed!
·       SEC. 17 – ideal family size is 2.  Nobody should be able to dictate or even suggest such.
·       Contraception
·       Sec. 22e – conscientious objection – can’t disagree with provisions of the act if it becomes a law, or you will be fined and imprisoned.

5.     The term reproductive health in UN language brings abortion with it.  Why not mention it in this bill?  Because Filipino Catholics are allergic to the term (See previous bills!), so for the bill to pass, removed this term.  Still, the RH bill has population control and abortion written all over it!
